ENVIRONMENT PROTECTION AND SUSTAINABLE USE
Promotion of Sustainable Development in the Stranja/Yildiz Mountain Area (2007 – 2008)
The project is implemented by the Consortium AGRIFOR Consult / ACG Ltd. It aims at promoting sustainable development in Strandja/Yıldız Mountain area and strengthening the cross-border co-operation between Bulgaria and Turkey by protection and coordinated management of the natural resources.

The project activities include:

  • Elaboration of a Sustainable Development Plan for the Strandja Territory, comprising a set of measures to be included in other local documents to provide financing – e.g. the local development strategies of the Local Action Groups to be established under axis 4 LEADER of the Rural Development Programme 2007 – 2013;
  • Strengthening the cooperation between partners from the Bulgarian and the Turkish part of the border, including through the institutional establishment of a Strandja/Yildiz Green Network;
  • Public awareness raising activities;
  • Support to the Implementing Agency for the monitoring of the projects, which have been granted under the PHARE CBC 2005 "Promotion of Sustainable Development in the Strandja Mountain".
Rural Network and Leader (2007)
The Rural Network and Leader Project aims at supporting Bulgaria’s preparations to absorb assistance from the European Agricultural Fund for Rural Development and more specifically the preparations to launch the National Rural Development Network, drafting the Leader measures and implementation mechanisms in the NRDP 2007-2013 and launching their implementation.

The project is implemented by UNDP. An ACG expert worked as a Consultant on Procedures, implementing the following activities:

  • Review of the latest version of the Rural Development Programme (RDP) 2007 – 2013, the drafts of the ordinances, sample contracts with beneficiaries, sample formats and other relevant documents and instructions related to the implementation of axis 4 LEADER;
  • Review of the EC recommendations for revision of the axis 4 measures in the draft Rural Development Programme;
  • Review of the practical experiences in the implementation of the Leader approach in other countries;
  • Participation in discussions on the drafts of the RDP, Axis 4 implementation documents, implementation manuals and secondary legislation acts with the Ministry of Agriculture and Food Supply experts;
  • Providing of recommendations and expert input for the finalization of the RDP, Axis 4 implementation documents.
Rural Network and Leader (2006)
The Rural Network and Leader Project aims at supporting Bulgaria’s preparations to absorb assistance from the European Agricultural Fund for Rural Development and more specifically the preparations to launch the National Rural Development Network, drafting the Leader measures and implementation mechanisms in the NRDP 2007-2013 and launching their implementation.

The project is implemented by UNDP. An ACG expert worked as a Consultant, implementing the following activities:

  • Research the international experience in LEADER and elaboration of proposals for transfer of best practices;
  • Review of the relevant Bulgarian Operational Programmes (Regional Development, Environment, Competitiveness, Fisheries) and make a proposal for complementarity between the Rural Development Programme (RDP) and the Operational Programmes;
  • Elaboration of inputs to the draft and final versions of the measures and implementation mechanisms documents under RDP axis 4 LEADER and other sections of RDP;
  • Technical support to the consultative process of MAF’s RDD Working Group Axis 4;
  • Technical and expert support to the local-level stakeholder validations of the proposed measures and implementation mechanisms/documents;
  • Participation in the consultations and coordination process for the RDP 2007-2013;
Coordination of activities and overall responsibility for results produced under Component 2 of the project – support to the Ministry of Agriculture and Forests in drafting the LEADER measures and implementation mechanisms in the RDP 2007-2013.
Strengthening of Administrative Capacity at Local Level for Implementation of the Environmental Legislation (2006 – 2007)
The project is implemented by the Consortium Ramboll (Denmark) / PM (Ireland) / ACG (Bulgaria). The overall objective of the project is to support the administrative structures at local level for implementation of the EU environmental legislation introduced in Bulgaria. The project activities include:
  • Analysis and assessment of the administrative capacity at the local level to implement the environmental legislation, including: a legal study, an administrative and organizational study, a human resources study, studies of the information flows, technical resources, as well as a study of the place and role of the Bulgarian Association of Municipal Environmental Experts;
  • Development of a Strategy and Implementation Programme for strengthening the capacity to implement the environmental legislation at the local level;
  • Assessment and update of one municipal environmental protection programme and development of a Methodology Guide for preparation, implementation and monitoring of Local/ Regional environmental programmes;
  • Development of a Human Resources Development Plan and staffing standards for municipal environmental experts;
  • Establishment of a Centre for Consultancy, Information and Specific Environmental Training, including a review of the legal options for establishment, development of curricula of the Centre, elaboration of a Training Manual, training needs assessment, development of a training for trainers programme and implementation of one training for trainers;
  • Elaboration and piloting of an Information System;
  • A Public Awareness Campaign, covering environmental protection and nature conservation issues as well as the project objectives and results.
Technical Assistance to Support the Implementing Agency at the Ministry of Regional Development and Public Works in the Preparation, Publicity and Launch, of the Grant Schemes under the Project 2005 "Sustainable Development through Protection and Preservation of Waters and Biodiversity across the Border" (2006)
The global objective of the project is to support the preparation, launch and implementation of Grant Schemes for Biodiversity and Water Protection under the project "Sustainable development through protection and preservation of biodiversity and waters across the border" under the 2005 CBC/INTERREG Programme between Bulgaria and Greece (Grant Schemes).

The project is implemented by AGRIFOR Consult, Belgium. ACG experts performed the following activities:

  • Elaboration of a report with recommendations for sustainable development through protection and preservation of waters and biodiversity;
  • Preparation of Guidelines for Applicants and the standard application package;
  • Preparation of the standard Tender Dossier for the Technical Assistance, which will carry out Grant Scheme monitoring;
  • Overall co-ordination of the activities relating to the preparation and launch of the Grant Schemes, including contacts with the Greek counterparts;
  • Preparation of a Promotion Campaign Action Plan;
  • Promotion of Grant Schemes with local stakeholders in the border districts;
Training of the responsible experts from MOEW, MRDPW, MAF and local stakeholders on the specific details for sustainable development through protection and preservation of waters and biodiversity across the border.
Technical Assistance to The Bulgarian Ministry of Regional Development and Public Works for preparation Tender Documents for project "Integrated Management of Transboundary Groundwater between Bulgaria and Romania in Dobrudja/Dobrogea Area" (2005 – 2006)
The project overall objective is to support the management of BG-RO transboundary groundwaters. The project is implemented by AGRIFOR Consult, Belgium. ACG experts performed the following activities:
  • Assessment of the administrative capacity of the relevant BG and RO institutions to implement the requirements concerning the transboundary groundwater management using the WFD and Groundwater Directive;
  • Preparation of a general scheme for groundwater monitoring in Dobrudja area;
  • Preparation of Tender Dossier for service component of the project Technical Assistance to ensure transboundary groundwater management using the WFD and Groundwater Directive;
  • Preparation of ToR for Romanian component "Collection of data and inventories on RO territory; Groundwater bodies’ further characterization in a common approach with BG";
  • Preparation of a Tender Dossier for supply of equipment for the Bulgarian component.
Teams on Wheels in Rural Regions – First Phase (2005 – 2006)
The project is implemented by UNDP and is testing a model for partnership between state institutions and local NGOs in Bulgaria, by establishing joint mobile teams for providing on-site consulting services to agricultural producers and rural entrepreneurs: general and specific information, business development and funding orientation, implementation of environmental-friendly practices in protected areas and prospective NATURA 2000 sites, agri-environmental schemes, etc. The project territory covers six Bulgarian administrative districts (NUTS 3).
  • An ACG expert worked as a Project Manager implementing  the following tasks:
  • Strengthening of the institutional capacity for provision of on-the-spot consulting services by establishment of interinstitutional mobile teams, which include locally represented state institutions, NGOs and specific profile consultants;
  • Design and implementation of training for the mobile teams;
  • Awareness, involvement and improved coordination between stakeholders – 57 municipalities, 170 mayoralties, rural entrepreneurs, agriculture producers, NGOs – for opening of local consulting offices and ensuring easy access of rural entrepreneurs to necessary expertise for implementation of economic activities paying special attention to sustainable development concept;
  • Preparation of a Plan for institutional capacity strengthening of Agriculture Extension Services to provide market-oriented consultations in remote/isolated areas;
  • Conducting an Information campaign on the national and EU-funded mechanisms and initiatives for development, providing that farmers and rural entrepreneurs are better informed about the potential, nature and the access requirements of the national and EU-funded mechanisms and initiatives for development;
  • Overall project management.
The Pomorie Lake – Conservation, Restoration and Sustainable Management Project. Development of GEF Medium-sized Grant Proposal Implementation Phase (2003 – 2006)
The project was implemented by the World Bank. ACG Ltd. provided a technical advisor – social consultant for the implementation of the following activities:
  • Review of best practice examples of World Bank in the field of social assessment related to protected area and/ or natural resources management and preparation of initial outline of specific issues that need to be addressed in the project area;
  • Development of Terms of Reference for a Social Assessment to be undertaken during the PDF-A stage of the MSP;
  • Organization of a consultative workshop of relevant stakeholders;
  • Provision of technical advice in the stage of the project design based on experience in elaborating management plans for Bulgarian protected areas.
Promotion of Nature Protection Actions and Sustainable Development across the Border between Bulgaria and Greece (2004 – 2005)
The project is implemented by the Consortium Carl Bro / JIT Consulting. Its overall objective is to promote wise use of natural resources in the cross-border area and to ensure sustainable development, by promoting synergy between the existing nature policies, land use planning and rural and urban development.

ACG Ltd. provided a Sustainable Development Expert for the implementation of the following activities:

  • Conducting a feasibility study for establishment of cross-border ecological networks implementing the concept of eco-networks based on the principles of the Pan-European Biological and Landscape Diversity Strategy (PEBLDS);
  • Supporting the preparation of a grant scheme for sustainable practices within the eco-networks’ area;
  • Preparing a ToR for the Technical Assistance for establishment of eco-networks;
  • Evaluation of tender proposals.
