ENVIRONMENT PROTECTION AND SUSTAINABLE USE
Integrated Management Planning and Administrative Capacity Building for Protected Wetland Areas (2004)
The Project is launched under the Technical Assistance for the Bulgarian Ministry of Environment and Waters for Elaboration of Monitoring Plans for Kalimok-Brushlen Protected Site and Persina Nature Park and Tender Dossier Preparation and implemented by Tractebel.

ACG Ltd. provided an Administrative Capacity Expert for the implementation of the following activities:

  • Assessment of administrative capacity of institutions for implementation of integrated monitoring programme;
  • Institutional capacity building for implementation of integrated monitoring;
  • Elaboration of recommendations for capacity strengthening and development of training designs;
  • Preparation of a Tender Dossie for supply of technical equipment;
  • Evaluation of tender proposals.
Socio-Economic Assessment in the Central Balkan National Park (2004)
The assessment was assigned by the Central Balkan National Park Directorate, Bulgaria. ACG Ltd. performed a survey to provide an overall analytical picture of the socio-economic factors in the Central Balkan Region. The activities under the assignment included:
  • Conducting a monitoring survey of the population and visitors around the Park, focusing on assessment of the dependency of the local people on the Park as well as the benefits from it; assessment of the public awareness and attitudes;
  • Development of recommendations for the mid-term planning of the Park Directorate and for implementation of the Sustainable Tourism Development Strategy.
Forest Development Project – Bulgaria, Preparation Phase – Social Assessment (2003 – 2004)
The main project objective is by restoration and sustainable management of Bulgarian private, municipal and state forest resources to increase their contribution to the national economy and environment conservation. The Project is also directed to biodiversity conservation in Bulgaria through integration of the conservation objectives into forest management.

The Ministry of Agriculture and Forests of Bulgaria assigned ACG Ltd. to conduct a Social Assessment covering:

  • Development of methodology and survey tools;
  • Data collection;
  • Stakeholder analysis;
  • Studying the possible social impacts;
  • Illegal Logging Survey;
  • Developing a public Information and Communication Strategy Report;
  • Elaborating a Public Participation Plan to ensure participation of stakeholders in the project implementation and monitoring;
  • Formulating recommendations for the development and design of the final Project Appraisal Document.
Fuel Switch Pilot Project – Feasibility Study (2004)
The Fuel Switch Pilot Project (Bulgaria) was approved by the Japanese Trust Fund Climate Change Initiative of the World Bank at the end of 2002. The project aimed at switching from highly polluting fossil fuels to renewable biomass fuels.

GFA Terra Systems assigned the social consultant provided by ACG Ltd. to perform a social assessment of the planned project activities for replacement of fossil fuels by regenerative fuel wood with a positive influence on the greenhouse effect, including:

  • Providing assistance to the local technical team by addressing social aspects in main technical documents;
  • Identifying potential incentives for the Fuel Switch.
Tadjikistan Dashtidzum Biodivesity Conservation Project. Development of GEF Medium-Sized Grant Proposal (2003 – 2004)
The global environmental objective of the project was to demonstrate and provide for replication of in-situ conservation of the globally significant biodiversity of the Dashtidzhum Zakaznik (Tadjikistan).

The project was implemented by the World Bank. ACG Ltd. provided a Technical Advisor/ Social Consultant for the following activities:

  • Assistance to local social consultant (methodology, survey instruments, focus groups, stakeholder consultation, social impacts);
  • Identification of alternative livelihoods options that could be supported under the small grant program;
  • Development of an Operational Manual for implementation of the small grant programme;
  • Participation in the development of the final Project design based on the regional specifics;
  • Design of a public participation strategy to ensure participation of stakeholders in project designation, implementation, and monitoring.
Transboundary Cooperation through Management of Shared Natural Resources – the Neretva Delta, Skadar Lake and West Stara Planina (2002 – 2003)
The project was implemented within the framework of the Stability Pact for South Eastern Europe. It is part of the Regional Environmental Reconstruction Program: Promotion of Networks and Exchanges Between the Countries of South Eastern Europe. The Regional Environmental Centre (REC), Budapest assigned and ACG Ltd. performed the following activities:
  • Socio-economic assessment for West Stara Planina transboundary Bulgaria – Yugoslavia site;
  • Preparation of a proposal for Sustainable Development Programme;
  • Stakeholder analysis and consultations, including capacity building assessment;
  • Preparation of Terms of References and a methodology for country-specific local projects.
Conservation of Globally Significant Biodiversity in the Landscape of Bulgaria’s Rhodope Mountains. Social Assessment: Baseline Situation in the Rhodopes Region (2002)
Supported by GEF, the Bulgarian Government started a long-term project aimed at protection of globally significant biodiversity in the Rhodopes, a mountain massif in the south of Bulgaria. The strategy of this project called for 1) application of a landscape approach by integrating the goals of biodiversity protection in the production practices and policies; 2) establishment of effective management of priority-protected territories. For the purposes of the project implementation, a number of preliminary social assessment surveys were implemented.

The project was implemented by UNDP and the Bulgarian Society for Protection of Birds ACG Ltd. carried out the social assessment of the baseline situation in the Western and Eastern Rhodopes, including:

  • Еconomic status and sources of income;
  • Infrastructure;
  • Gender analysis;
  • Cultural and historic sites;
  • Collection and use of natural products;
  • Developing methodology and research program;
  • Stakeholder analysis and consultation;
  • Social impact analysis.
Wetlands Restoration and Pollution Reduction Project. Preparatory Phase: Environmental and Social Assessment (2001 – 2002)
The project development objective focuses on the adoption of sustainable natural resources management practices by the local communities and local authorities in the Persian Nature Park and Kalimok/Brushlen Protected Site areas (Bulgaria). The project strives to help demonstrating how environmentally-friendly rural development activities can improve livelihoods.

ACG Ltd. performed the following activities:

  • Review and assessment of the existing environmental and social data;
  • Identification of the basic environmental and social trends (trend analysis);
  • Identification of potential environmental and social impacts connected to wetland restoration scenarios;
  • Preparation of mitigation measures against possible negative impacts;
  • Provision of key criteria for environmental quality monitoring;
  • Information gap analysis with the purpose of developing proposals for future activities filling the existing gaps;
  • Recommendations for sustainable management;
  • Assistance in public consultation process.
Incentive Measures and Financial Mechanisms for Biodiversity Conservation in Bulgaria (2001 – 2002)
A target-oriented analysis based on the profile of surveyed groups covering issues such as awareness, understanding, attitude to nature/nature resources, main problems/needs in the respective economic branches, sensitivity and attitudes to concrete incentive measures. On this basis recommendations for future activities were developed in relation to the introduction of specific incentive measures.
ACG Ltd. carried out the following specific activities:
  • Identification and assessment of relevant approaches for development and implementation of financial mechanisms and incentive measures to be used in the context of biodiversity conservation in Bulgaria;
  • Identification and prioritization of possible incentive/ finance policies;
  • Assessment of the existing administrative capacity and recommendations for strengthening the capacity of stakeholders to implement the incentive measures and finance policies;
  • Preparation of an action plan;
  • Preparation and conduction of workshops, involving all interested parties.
GEF Biodiversity Project Needs Assessment – Convention on Biodiversity Clearing House Mechanism Establishment in Bulgaria (2001)
The Bulgarian Biodiversity Portal is part of the global information exchange network established by the Convention on Biodiversity (Clearing House Mechanism – CHM). Its purpose is to offer directly or provide links to the needed information on biodiversity. In order to support the CHM establishment in Bulgaria, the Associates in Rural Development (ARD) assigned ACG Ltd. performed the following specific activities:
  • Information needs assessment;
  • Development of a design of the CHM expressed needs in the Bulgarian context in compliance with Convention on Biodiversity;
  • Training needs assessment and equipment needs assessment;
  • Assessment of administrative capacity and gap analyses;
  • Elaboration of an Action Plan for establishment of national CHM according to CBD requirements.
Socio-Economic Assessment of Feasibility for Establishing Visitors Centres Network in Bourgas Wetlands and Strandja Nature Park (1998)
The main goal of the project was to develop a concept for establishing visitors centers network in the area of Bourgas Wetlands and Strandja Nature Park (Bulgaria). Bulgarian Swiss Biodiversity Conservation Program (BSBCP) assigned ACG Ltd. with the following activities:
  • Assessment of the existing administrative capacity related to Bourgas Wetlands and Strandja Nature Park for the purposes of establishing a network of visitor centers;
  • Developing a concept for designating future network of visitor centers.
